The Chinese Communist Party (Zhōngguó Gòngchǎndǎng) controls the entire government of China. The parliament, the National People's Congress, is essentially a puppet that merely signs off on decisions made by the leadership of the CCP. There are around 90 million official members of the party. In 2018, under Xi's leadership, the party abolished the two-term limit for the presidency of China, allowing Xi to remain in office for far longer.

Xi visited the city of Urumqi, which is in the Xinjiang Uyghur Autonomous Region. While there, he made a speech to officials of both the Chinese government and the Communist Party, in which he said the officials should “more deeply promote the Sinicisation of Islam and effectively control illegal religious activities.” He further said that the “problem of cultural identity” must be fixed in order to unify the Chinese nation, CCP, and continue “socialism with Chinese characteristics.”
